What is the difference between Class C3 and Class C4?
Class C3 is the dominant class for residential houses occupied by a single person or by one or two households. If a third household is added, the property is then classed as a small house of multiple occupancy and the classification use would be changed to a Class C4 HMO. The C4 use class HMO is used by between 3 and 6 unrelated people, as their only or main residence, who share basic amenities such as a kitchen or bathroom.
In areas which aren’t covered by an Article 4 direction, automatic permitted development rights give property owners rights to convert single homes or residential properties (C3 use class) without planning permission. If a C3 use class property is in an active Article 4 area, specifically related to C3 and C4 usage conversions then planning permission is required and other considerations are recommended.
